Pago Pago, AMERICAN SAMOA — On July 21, 2025, the Fagatogo Police Station (FPS) received a call notifying officers of an inmate identified as Casimire Wei walking around the village of Leloaloa.
Wei was charged with one count of Escape from Confinement — a class A misdemeanor, punishable by a term of imprisonment not to exceed one year, a fine, or both such imprisonment and fine.
When police officers contacted the Tafuna Correctional Facility (TCF), they were informed that the inmate escaped from the LBJ Emergency Room while undergoing treatment.
After receiving information from the TCF, officers patrolled the village and apprehended the suspect.
As the officers were booking the inmate, a question about the inmate's tattoos prompted officers to notice apparent first-degree burns. It was then that they informed their supervisor that he would need to be taken back to the hospital for treatment.
While following up with the officer who had recently transported the inmate to the hospital, additional details about the inmate's escape were obtained. The officer refused to provide a written statement.
The officer verbally explained that on July 20, 2025, at about 8:00am, the inmate was transported to the LBJ Medical Center for treatment.
On July 21, 2025, the officer was assigned to supervise the inmate while at the hospital. After the inmate made repeated requests to use the restroom, the officer was directed by his supervisor to offer a urinal bottle instead.
The inmate’s requests became more frequent, and he was instructed to continue using the urinal bottle until it was full. Over time, his repeated requests to use the restroom prompted the officer to eventually take him.
The officer removed the inmate’s handcuffs and escorted him to the restroom.
As the officer stood outside, observing the inmate holding the bottle of urine, the inmate abruptly threw the open bottle of urine at the officer but missed as the officer closed the door. The officer left to find a cleaner, and upon return he opened the restroom door, but the inmate was nowhere to be found.

The investigation determined that the inmate was confined at the TCF under a warrant of arrest.
The inmate was identified as a 37-year-old US National.
