Pago Pago, AMERICAN SAMOA — On March 31, 2025, Fagatogo Police Station (FPS) received a call regarding am alleged domestic disturbance between two relatives.
The suspect was later charged with Count 1: Private Peace Disturbance, a class C misdemeanor punishable by imprisonment for up to fifteen days, a fine of $300, or both imprisonment and fine.
There was no set bail for the defendant.
According to the court affidavit, on Mar. 31st, at around 8:01 a.m., a man contacted the FPS reporting that his brother-in-law was allegedly causing a disturbance at their residence.
Police officers responded to the call and upon arrival they met an elderly woman who identified herself as the suspect’s grandmother. She stated that the suspect, Alvin Luki, had fled.
While at the scene, the officers heard someone crying in distress. Upon approaching the room, the officers encountered a man who identified himself as the reporter, who was with his wife.
The reporter stated that while he and his wife were inside their room, they heard someone knocking on the door and causing a disturbance. He immediately recognized the person as Alvin Luki.
The reporter’s wife also stated that Alvin Luki is her brother, and this is not the first time he had caused trouble for their family.
The reporting party was then told to contact the police if the brother returned.
While patrolling near the area, the FPS informed the traffic officers that the reporting party had called again and reported that the suspect had returned to the house.
The officers then proceeded back to the residence and upon arrival they observed the suspect sitting in the back of the kitchen eating a papaya. The officers immediately apprehended him and placed him inside the police unit to be transported to the station for further investigation.
The suspect’s sister (also a victim) was interviewed and she stated that early in the morning, her brother came to their room and started demanding that her husband come and clean up their father. She stated that as a sister, she attempted to calm things down but the situation escalated.
The suspect began yelling and shouting profanities in Samoan at her husband. She further stated that the suspect also picked up two rocks, one in each hand, as an attempt to threaten her husband while he continued to yell and demand for her husband’s compliance.
Upon arrival at the Fagatogo Central Station, the suspect was placed in an interview room where he was Mirandized. The suspect acknowledged and understood his rights and was also willing to make a statement regarding the incident.
Luki stated that his grandmother told him to pick up the trash outside the house, and he responded by telling her to have victim #1/ reporter finish picking up the trash because he had already cleaned. The suspect claimed that his sister then intervened to defend her husband.
The affidavit does not state whether the suspect was confined.
The defendant is identified as a 20-year-old U.S National.
