Fagatogo Faipule Malaeoletalu introduces bill to reform membership of the Tax Exemption Board

Pago Pago, AMERICAN SAMOA — Fagatogo Representative Malaeoletalu Melesio Gurr has introduced House Bill 39-1, a proposal aimed at reforming the membership structure of the Tax Exemption Board. The purpose of the bill is to ensure greater balance and accountability by granting representation to both the Senate and the House of Representatives on the board.

In the last decade, the Tax Exemption Board consisted solely of Cabinet members and employees of the Governor's Office. House Bill 39-1 seeks to address this imbalance by including members from the Legislature, thereby providing an avenue for oversight and transparency.

"This bill is about giving the Legislature and the public a full understanding of businesses being granted tax exemptions," said Malaeoletalu. "It ensures that decision-making is balanced and not limited to one branch of government."

Key Provisions of House Bill 39-1:

Representation of the Senate and the House of Representatives on the Tax Exemption Board;

Enhanced transparency and accountability in the decision-making process regarding tax exemptions; and,

Increased public awareness of which businesses are being granted exemptions and the reasons behind these decisions.

Malaeoletalu expressed confidence that his colleagues in the House of Representatives and Senators in the Legislature will support the bill. "This is an effort to bring fairness and equity to our tax exemption process," he added.

The passage of this bill is expected to have a far-reaching impact, including fostering public trust and preventing one-sided power within the Tax Exemption Board.

It also ensures that the interests of the business community and people of American Samoa are well-represented and protected.
