He was the epitome of Christian values, a Deacon in CCCAS

He was a Republican with conservative values

He was the first Samoan director of Public Works

He was the first Samoan CEO for ASPA

He was in the WHO’s Who in the USA

He was a two-time Rotary president

He was chairman of the Republican Party of American Samoa

Utu is missed by his family, his friends and most of American Samoa
