The most recent appointee to the Pula and Pulu Administration is Tauaisafune Niualama Epenesa Taifane, who will serve as the Acting Director of the Office of Budget Program Planning and Development. This critical role involves overseeing the strategic planning and allocation of budget resources to ensure effective governance and development initiatives of the American Samoa Government.
This was confirmed in a general memorandum issued by Governor Pulaali’i N. Pula. Taifane's inclusion is expected to bring fresh perspectives and expertise to the administration's budgetary processes.
In the memo issued last week, the governor noted that Tauaisafune’s name would be submitted to Fono for confirmation. “With a Master's degree in Education and extensive public service, Mrs. Tauaisafune brings a wealth of experience to the position of Budget Director,” said Governor Pulaali’i. “I am pleased that she has agreed to take on this important role for the Pula and Pulu Administration.
Accordingly, Tauaisafune brings a wealth of experience to her new role as Budget Director. She previously served as the Director of the American Samoa Humanities Council for over twenty years in various administrations. The administration sees her extensive background in public service equiping her with the insights and expertise needed to navigate the complexities of governmental budgeting,
This nomination represents the administration’s second attempt to secure a Budget Director. The first nominee, Mrs. Sesula McMoore-Tufele, successfully received approval from the Senate but was rejected by the House of Representatives.
Tauaisafune takes charge of the Budget Office at a critical juncture, with Deputy Director Satia Aokuso Satia having served as the Acting Director since March.
With the commencement of the fiscal year 2026 budget preparation underway, Tauaisafune is slated to play a pivotal role in shaping the financial framework for the American Samoa Government (ASG) as it gears up for submission to the Fono.
As the Fono reconvenes in July for the Second Regular Session of the 39th Legislature, the timely submission of a budget will be essential for legislative review and approval.
The budget call issued last week established May 30 as the deadline for all departmental budget requests, establishing the budget ceiling “at approximately $135 million or 23% less than FY2025 budget,” which was $165.9 million and this is in keeping with “the governor’s decision to contain spending to what we actually collect,” according to then Acting Budget Director Satia.
Of note, Tauaisafune was the head of the Campaign Committee for the Pula and Pulu camp during the last general elections.
