Man arrested for disorderly conduct at Lions Park

Pago Pago, AMERICAN SAMOA — On August 2, 2025, police officers were dispatched to Lion's Park where a group of people were causing a disturbance.

A suspect was later apprehended and charged with Count 1: Public Peace Disturbance, a class B misdemeanor punishable by imprisonment for up to six months, a fine of $500, or both imprisonment and fine.

The defendant’s bail was set at $1,000.

According to the court affidavit, on August 2nd, authorities received a request for immediate assistance. Police officers responded to the call and upon arrival, they reported being outnumbered by individuals present at the scene.

Back-up was dispatched to the scene and a group of people was observed gathered near a parked vehicle at Lion’s Park. One of the responding officers was engaged in a verbal exchange with an individual identified as Joseph Seui (later identified as the suspect) ,

Police commanded the suspect and his group of friends to disperse from the area due to curfew hours. However, the suspect, who was exhibiting slurred speech, shouted profanities at the officers, which escalated the tension within the group.

Recognizing the suspect’s escalating aggression and refusal to comply with dispersal orders, the officers approached the suspect who was sitting on the back of the truck bed.

The officers instructed the suspect to exit the vehicle but he resisted and pulled his hands away each time the officers attempted to assist him down.

On a second attempt, the suspect refused to comply again which prompted the officers to grab him by the shirt and carefully remove him from the back of the truck.

Once on the ground, the suspect continued to resist arrest which resulted in a brief scuffle before they were able to finally place him under arrest.

After the suspect’s arrest, it was noted that the suspect had sustained minor abrasions to the left side of his forehead. During the encounter, it also became evident that the suspect reeked strongly of alcohol.

He was assisted into the police unit and transported to the TPS for further investigation. Upon arrival at the station, the suspect was treated and assessed by EMS personnel who later confirmed that aside from the minor abrasions, the suspect had no other injuries.

During the booking process, the suspect became increasingly agitated and repeatedly demanded the presence of the responding officer. The suspect insisted that the responding officer be brought forward for a physical confrontation. The suspect’s behavior remained disruptive as he continued to shout out profanities and threaten the authorities.

He specifically claimed that his family will retaliate in a violent manner.

Despite multiple attempts to calm the suspect down, he persisted in his aggressive conduct throughout the booking process.

The suspect was later booked and transported to the Tafuna Correctional facility to await the next available sitting of the District Court.

The defendant is identified as a 22-year-old U.S National.
