Kid injured after allegedly being jumped by more than 8 people

Pago Pago, AMERICAN SAMOA — On February 28, 2025, a bystander called the Tafuna Police Station (TPS) and reported an alleged brawl. Investigation later revealed that a minor was seriously injured after being jumped by more than eight individuals.

The main suspect fled the scene but was later charged with:

Count 1: Assault in the Second Degree, a class D felony punishable by a term imprisonment not to exceed five years, a fine of not more than $5,000, or both; and,

Count 2: Public Peace Disturbance, a class B misdemeanor punishable by imprisonment for six months, a fine of $500, or both.

The defendant’s bail was set at $5,000.

According to the court affidavit, on Feb. 28th, a concerned citizen contacted the TPS regarding kids throwing rocks in front of the movie theater. Police officers responded to the call and upon arrival at the area, they observed numerous people all over the place.

The officers attempted to separate the parties while identifying who was involved. The officers met up with the reporter who briefed the officers on what happened.

The reporter stated that the incident occurred in front of the movie theater when one of the customers was beaten up by many individuals. The victim (later identified as a minor) could be seen with multiple injuries sustained from the incident.

He was brought to the station to await EMS while the witnesses were advised to make their way to the TPS. The victim, in the presence of his mother, refused further medical treatment after being treated by the EMS at the station.

The victim was interviewed and he stated that he was inside the movie theater when his little cousin came and told him that there were kids outside waiting for him.

Right then he got out of the theater and Tasi Seui threw a rock at him and it landed right above his forehead. After getting hit with the rock, he fell to the ground and several more kids jumped him.

Moreover, the victim stated that the only thing he remembered was another kid punching him in the stomach area when he was on the ground. He was also dragged around while being punched multiple times.

Furthermore, the first time he got separated from the assailants, another kid grabbed him by his neck and choked him. His girlfriend tried to push him back but he shoved his girlfriend to the ground with one hand. Being distracted by his girlfriend, he punched the kid and defended himself but some other kid hit him with a long wooden stick in the neck, which caused him to fall back to the ground. At this point, he saw five male individuals (all minors) joining in to beat him up and throw punches at him.

Luckily, the victim stated the bystanders intervened by breaking up the fight.

The victim suffered skin scrapes around his left arm, his back and on his knees from when he was dragged against the cement. His forehead was swollen and had scars in the middle of the swollen bulge due to an impact from the rock hitting his head. The left side of his neck was also swollen from getting hit by the wooden stick and he also had several minor scratches all over his body and facial area.

Victim #2 was also interviewed (later identified as victim #1’s girlfriend) and she stated that she witnessed everything that happened. When they were inside the theater, her boyfriend’s (victim #1) cousin came and told them that there were kids waiting outside for him. She tried to tell her boyfriend to avoid them but he stood up and exited the theater so she followed him.

When victim #1 got out, Tasi Seui threw a rock at the victim which hit him on the forehead. The victim quickly stood up after falling but appeared dizzy so she tried to push him away from the scene. However, when she turned back to look if anyone was coming, more kids appeared and started beating up the victim who was dragged around while being beaten by Seui and a handful of male minors.

She then tried getting them to back off but someone grabbed her hair and pulled her back. Victim #2 also confirmed the individual who hit victim #1 with the wooden stick. Victim #2 also sustained minor injuries on her left elbow and felt pain on her head.

Another victim (victim #3) was also interviewed and explained that when he got out of the theater, Tasi Seu threw a rock at victim #1 which hit him in the head. As he ran towards victim #1, Seui punched him in the mouth which caused him to get dizzy.

Another male individual ran up to him and tackled him down and when he got back up, the mother of two of the other assailants held him back and slapped him before going and slapping victim #1 and stomping on his head. The two assailants (brothers) then grabbed victim #1’s head and pressed it under a vehicle’s tire and told the driver to run him over.

Victim #3 also mentioned that the father of the same assailants threatened to break his mouth if he did anything to the car.

At around 5:34 a.m., on March 1, 2025, police officers received information about the whereabouts of the assailants (brothers) that were involved. Police officers proceeded to locate the individuals at their residence and met with their parents and notified them of the matter involving their children.

The brothers were brought into the station along with the parents for further investigation.

Upon arrival at the station, one of the brothers (suspect #2) was Mirandized in the presence of his mother. The suspect understood his rights and was willing to give a statement regarding the incident.

Suspect #2 stated that Seui first threw the rock and eight of them beat up victim #1. He also stated that he only punched victim #1 four or three times before victim #1’s girlfriend covered him. After that, he went into the back of a car and watched the other guys beat victim #1 up and drag him around the cement.

When the guys finished beating up victim #1, one of the guys hit him with a stick which caused him to fall down again and the victim was beaten again by the same people.

His father showed up later on so he ran back to his house.

The other brother (suspect #3) was also Mirandized in the presence of his father in which he also understood and willingly provided a statement.

Suspect #3 confirmed that all the people who assaulted the victims and stated that all he did was drag victim #1 around and smack him towards the cement.

The brothers were later transported to the Juvenile Detention Center to await the next available sitting of the District Court.

The affidavit also noted that the efforts to locate the remaining individuals involved were unsuccessful during the time of the investigation and that the investigation is still ongoing.

Tasi Seui’s name has been mentioned several times as a perpetrator in a prior peace disturbance matter but he hasn’t been located.
