Pago Pago, AMERICAN SAMOA — In recent weeks, members of the public have voiced heightened concerns regarding the alarming escape of inmates from the Territorial Correctional Facility (TCF). The most recent incident unfolded last Friday, when two prisoners, identified as Li’atama Amisone Jr. and Sile Lafaele Filipo, managed to escape. 

In an official statement released by the American Samoa Department of Corrections on Friday, the department confirmed the escaped inmates. Within hours of the alert regarding Filipo's escape, law enforcement successfully located and captured him in Pago Pago. Amisone, however, decided to return to the facility voluntarily later that evening, demonstrating an unexpected choice amidst the chaos.

The ongoing challenges faced by the TCF prompted Governor Pulaalii Nikolao Pula to take decisive action last month by establishing a Correctional Facility Assessment Task Force. 

This task force was formed to confront the critical issues plaguing the facility, including its alarming history of inmate escapes. These incidents have increasingly involved escapes, leading to the offenders breaking into local residences and businesses, exacerbating public concerns regarding security.

In a general memorandum dated August 21, 2025, the governor urgently highlighted the need for substantial reform and improvement in the management and operations of the TCF. His call to action arose from a troubling pattern of criminal behavior that followed the escapes, contributing to a growing sense of unease within the community.

The frequency of these escapes has alarmed both residents and business owners alike. Reports indicate that, during their time evading capture, numerous inmates engaged in various burglary offenses, further disrupting the peace of the community and instilling a pervasive fear among local citizens. 

He said the ripple effects of these crimes have significantly heightened anxiety about safety and security in the area. In light of this troubling trend, there is an increasing demand among the populace for enhanced vigilance and the implementation of more effective preventive measures to curtail future incidents and restore a sense of safety and order within the community.
