Application for ASTCA CEO Position Officially Closed Last Week

The application period for the position of Chief Executive Officer at the American Samoa TeleCommunications Authority (ASTCA) officially closed on Thursday, May 29, 2025. 

The advertisement for the CEO position was published last month across various platforms, including the ASTCA Facebook page and other official government social media channels, as well as the Samoa News.

The job listing does not detail specific academic qualifications, technical expertise, or prior work experience that applicants must possess. Instead, it requires candidates to complete an ASTCA employment application and submit their resumes by the specified deadline. Applicants are also encouraged to include copies of any pertinent credentials and academic transcripts to enhance their applications.

The advertisement also stipulates that all candidates selected for employment must successfully pass a series of examinations, complete necessary pre-employment clearances, and achieve negative results on a mandatory pre-employment drug test. 

Of note, ASTCA reserves the right to waive education and experience requirements at its discretion, depending on the applicant pool. 

A Board Member shared with Samoa News that the current CEO Chuck Leota’s contract has expired. He will continue to serve in his role until a suitable replacement is appointed and onboarded. 

Leota was appointed CEO in October 2021. An unconfirmed report notes that he has been offered the Deputy ASTCA CEO position, despite the P&P administration wanting new ASTCA leadership at the helm.
